Ptarmigan is a SAX event generator that produces schema-conforming XML content from the metadata found in media files and streams. See there as a starting point: Ptarmigan Media Parser for XML. If you need Mp3tag to do this task, then you can load the files by the m3u playlist into Mp3tag and then use Mp3tag's export functionality to write a XML playlist. Maybe there are already numerous tools out in the world to solve such a standard task. There is no ready made built in M3U to XML converter in Mp3tag. To convert WPL files to m3u for Songbird, reading them individually into Windows Media. Windows Media Player can create WPL files, which seem to conform to the W3C SMIL standard, and it can export M3U files, which MediaMonkey uses. Guess which of these uses the most standardized, XML-based format for playlists? Surprise: the Microsoft one.
